Further to my Interim Decision1 in this matter, the parties have now informed the Commission in formal proceedings of the outcome of their establishment by establishment discussions entered into to identify and put into place additional offsets in support of the 4 per cent second tier increase. A 2 per cent increase was previously awarded in accordance with the above decision.

Mr Sertori submitted that offset items detailed in his exhibit S2, fully maximised what was available to be achieved.

Mr O'Brien observed that the establishments subject to the award are not subject to restrictive work practices, the removal of which, had to a large extent been relied upon in other second tier matters to secure the benefits of the Restructuring and Efficiency Principle.

I am satisfied that the parties have earnestly and diligently applied themselves to the examination of the industry covered by the scope of the award, i.e. Boarding Schools and Hostels.

I accept, as indicated in exhibit S2, where reviews have not been completed that restructuring and efficiency measures as outlined in the exhibit form the basis of establishment discussions which are still ongoing.

Importantly what has been put into place is not ephemeral but provides a sound platform for lasting long term improvements in working arrangements. This is particularly the case in respect of basic employee responsibilities in the areas of absenteeism, punctuality regarding the physical commencement of work and the minimization of unproductive working time.

Therefore having regard to the totality of the package of offsets and initiatives put before the Commission, I have decided to award a further 2 per cent increase operative from the first pay period to commence on or after 1 November 1988.
