Wage rates - State Wage Case Nov 1989 - Structural Efficiency Principle - Second Stage - Application granted 4 December 1990 REASONS FOR DECISION This application was made by the National Union of Storeworkers, Packers, Rubber and Allied Workers', Tasmanian Branch, for the purpose of varying the Fibreglass & Plastics Award to reflect the second Structural Efficiency increase pursuant to the Structural Efficiency Principles. By way of a well presented submission and exhibits, Mr. Richardson of the National Union of Storeworkers, Packers, Rubber and Allied Workers', Tasmanian Branch took the Commission through the following: (1) Background information, (2) Proposed new classification.structure, (3) Proposed relativities, (4) Translation from existing to proposed classification structure, (5) Wage increase - broadbanding and second Structural Efficiency increase, (6) Decision and Orders in respect of the Rubber, Plastic and Cablemaking Industry (consolidated) Award, 1983, (7) Facilitative provisions, (8) ACTU code of conduct for 12 hour shift work, (9) Training, (10) Minimum rates adjustment. In respect to the proposed new classification structure, it was the parties agreed position that they would be trialled over the next 6 months and depending on the results, they would seek a further hearing of this application to place them in the award. The classification structure (for which definitions were supplied) to be tested along with their relativities to each other are as follows:
Notes: (a) Relativities subject to testing and phasing in of minimum rate adjustments. (b) Consideration to be given to integration of supervisory and technical grades within proposed classification structure. As an initial step the parties expressed a desire to broadband the existing award classifications identified in attachment "A". In addition to the proposed new classification structure and flexibilities that will hopefully flow as a consequence of it's gradual introduction in tandem with structured training, the parties agreed to several facilitative measures designed to promote efficiencies at the workplace as well as continue the process encapsulated in the structural efficiency principle. These measures include: - ability to commence 12 hour shift operations for continuous shift workers; - some flexibility in the taking and timing of annual leave (which will be addressed more fully in this decision); - increasing options open to an employer and his/her employees in respect of the payment of wages; - training and training leave; - consultative mechanisms at the workplace level of industry; - enterprise agreements; - ATS traineeships. Having considered the material presented by the parties I am satisfied that the award should be varied in the manner sought. The package along with the ongoing programme is sufficient to warrant the second structural efficiency increase in accordance with the principles. I note the testing of the classification structure will be completed by the end of June 1991. That being the case I would expect the parties to report back to the Commission after that time. On the day of the hearing I informed the parties that the operative date of the decision would be the first full pay period to commence on or after the 4 December, 1990. I now confirm that position. The Orders giving effect to this decision are attached.
