Structural Efficiency

REASONS FOR DECISION

This matter concerns an application by the Tasmanian Catholic Education Employee's Association to vary the Catholic Education Award by consent.

The most fundamental of the variations proposed go to the implementation of further structural efficiency measures in the form of restructured salary scales in respect of the classifications of laboratory technicians; librarians; library assistants; and library aides.

Whilst the rates of wages for untrained persons at entry point and the most senior person in each category are unchanged the salary levels have been broadbanded and reduced in number from approximately 38 to 10.

Progression is not automatic but is based on training and accreditation, with restrictions upon both entry points and promotion at designated levels unless further training is successfully completed. The new provisions will enhance proper career opportunities for employees and increase the standard of performance to the benefit of the schools and their pupils.

The parties acknowledge that transitional arrangements will have minimal cost implications.

To be included in the award for the first time are detailed provisions for salary rates of pay for junior employees based upon percentages of the salary of a level I employee of the classification concerned. This had previously been a reserved matter.

Other minor award changes advanced can be categorised as either removing unnecessary clauses which had duplicated others or correcting errors.

The matters as a whole conform with the requirements of the structural efficiency principle as enumerated by the decisions1 of successive Full Benches of this Commission occurring on 13 August 1991 and 13 February 1992.

I am also satisfied that to grant the application would be consistent with public interest requirements of Section 36 of the Act.

Given these circumstances and the consent of the parties the award will be varied in the manner consistent with the express terms of the application.

Date of Operation

These variations to the award shall come into operation from the first full pay period to commence on or after 10 June 1992.
