Award - variation of award - insertion of new clause "Career Start Trainee as defined)"

REASONS FOR DECISION

With this application the Federated Clerks Union of Australia (Tasmanian Branch) sought to vary the Clerical and Administrative Employees (Private Sector) Award by providing for an expanded and more versatile federally subsidised traineeship system known as the Career Start Traineeship (CST) program.

The program caters for a wide age range and allows more variable periods of training than the Australian Traineeship System and the Jobskills Programme which at present are provided for in the award.

For the purposes of this award CST will be open to all people over the age of 15 years and will be for a minimum period of one year. Depending on the level of general education the period of training could be up to two years to enable trainees to achieve competence in industry and enterprise specific skills.

A Career Start Trainee will be required to attend approved on-the-job and off-the-job training. Off-the-job training shall range from an average of up to 25 per cent of ordinary working hours each week for trainees who have completed year 12, to an average of up to 50 per cent for those who have completed up to and including year 10.

Trainees are to receive a weekly wage calculated by multiplying the appropriate hourly rate by the number of weekly ordinary hours less the average weekly time spent on off-the-job training.

If the weekly rate calculated by this method falls below $125 for those under 18 years and $150 for those 18 years and over, the Commonwealth has undertaken to provide a supplementary allowance to make up the shortfall.

The proposed variation provides the union with access to Trainees for the purpose of explaining the role and function of the union. Trainees are exempt from action in respect of industrial disputes and employers are required, in respect of trainees, to observe the guidelines determined by the Training Authority of Tasmania for their use in time of industrial action.

The Tasmanian Confederation of Industries supported the application.

I approve the proposed consent variations and endorse the general views expressed regarding the need to facilitate any program which will improve the job prospects of all and increase the general skill levels in the community.

An order reflecting this change is attached with effect from the first full pay period to commence on or after 27 April 1993.
