Award variation - kilometreage and expense allowances - consent matter - award varied - first full pay period to commence on or after 16 June 1993.

REASONS FOR DECISION

These three matters are applications by The Tasmanian Public Service Association to firstly vary the General Conditions of Service Award and the Port Arthur Authority Award by increasing existing provisions relating to kilometreage allowances, and secondly to vary other nominated public sector awards by increasing a range of other expense related allowances including:-

Board and Lodging Allowance
Camp Allowance
District Allowance
Meal Allowance
Training Courses and Conferences Allowance
Travelling Allowance
Tool Allowance
Sea Victualling Allowance
Uniform Allowance

The three applications were joined for hearing purposes.

As a result of the parties collaborating beforehand and historical precedence the matters were ones of consent.

The case for granting the application rested upon a number of criteria, i.e.

  • Full Bench decision in matter T.833 of 1987 which established a formula for adjustments of specific cost related allowances.

  • Conformity with the "Allowance Principle" of current Wage Fixing Principles.

  • Movements which had occurred in Consumer Price Index published figures from March 1992 to March 1993.

  • The expressed consensus of opinion that the granting of the applications would be consistent with public interest requirements of the Act, (Section 36).

I am satisfied on the evidence before me that the three applications properly address and meet the requirements of both the Wage Fixing Principles and public interest, and are in conformity with the Full Bench decision in matter T.833 of 1987.

Accordingly the applications are granted and the awards specified in the applications will be varied in the manner sought.

Date of Operation:

These variations shall come into operation from the beginning of the first full pay period to commence on or after 16 June 1993.

Orders shall be completed by individual Commission members.
