Award variation - Structural Efficiency Principle - Special Case Principle - further award variation to wage rates and associated matters - consent matter - award varied - operative from the first full pay period on or after 1 January 1994

Award variation - Structural Efficiency Principle - Special Case Principle - Clause 8 - Salaries - subclause (I) - Clerical and Secretarial Staff, paragraph (b) - Salary scales and subclause (L) Teacher aide - consent matter - award varied - operative from the first full pay period on or after 1 April 1994

REASONS FOR DECISION

On 24 November 1993 I issued Reasons for Decision in relation to certain consent variations to the Catholic Education Award in relation to wage rates and allowances for teachers.

The decision included the fact that the hearing was adjourned to allow the parties to complete negotiations involving other matters and for that purpose the file was to be kept open.

At the resumed hearing the next phase of variations were presented to the Commission and ratification sought.

The further proposals concerned a number of separate items going to:

1. General tidying-up of award clauses to clarify; improve wording; or remove outmoded provisions as agreed.

2. To properly set salary scales for clerical and secretarial staff, as well as for teacher aides.

These variations produce an approximate increase of 5% salary increase based upon:

(a)   The awards "special case" status

(b)   Structural Efficiency and Work Value Principle changes, having regard for -

(i) new and improved technology constantly being upgraded

(ii) participation in in-house training to upgrade skills

(iii) increased direct parental contact

(iv) increased public relations requirement and increased contact with management through school councils and Catholic Education Office

(v) increased involvement in financial management, including budgets

(vi) increased accountability

(vii) increased work associated with fees

(viii) new and increased duties as a result of statutory requirements concerning items such as Training Guarantee Levy and Superannuation arrangements

3. Clause 42 - Retrenchment and Redundancy Payments

The parties consented to revised retrenchment and redundancy arrangements on an interim basis.

These matters added to existing award provisions (items (f) to (i)) to expire as at 31 December 1996 when some review may occur.

Date of Operation

Variation to salaries of clerical and secretarial staff and teacher aides; together with retrenchment and redundancy variations to have effect from the first full pay period to commence on or after 1 April 1994.

All other variations to apply from the first full pay period to commence on or after 1 January 1994.
