New classification - Trainee Clerk

REASONS FOR DECISION

These applications, by the Federated Clerks Union (FCU), sought the inclusion in nominated private sector awards of a new classification of Trainee Clerk.

At the commencement of formal proceedings, it was requested by the union, and agreed to by the Tasmanian Confederation of Industries (TCI), that two of the applications1 be adjourned sine die.

Mr. Grubb informed the Commission that the intention of the FCU in seeking award variations to the remaining 13 awards was to make provision for the employment of trainee clerks. The provisions sought were in accordance with the Australian Traineeship System and were not designed to create employment, but rather to permit a training process to occur which would make young school leavers more employable on the job market. The provisions were designed to fit in with current training initiatives and would also meet the industry's requirements.

In seeking the Commission's endorsement of the claims, Mr. Grubb asserted that neither the wage fixing principles nor public interest considerations would be offended by a decision to have the provisions inserted in awards. He sought an operative date of 14 January 1991, or date of decision.

Mr. Clues, for the TCI, indicated that the Confederation consented to and supported variation of the awards as sought by the FCU. He suggested an operative date of the first full pay period commencing on or after the date of decision.

Accordingly the applications are approved and all awards, with the exception of the Abattoirs Award (T.2825) and the Meat Trades Award (T.2832) will be varied on and from the first full pay period commencing on or after the date of this decision. Orders will issue in due course.

Applications T.2825 and T.2832 are adjourned sine die.
