IN THE TASMANIAN INDUSTRIAL COMMISSION

Industrial Relations Act 1984

T.777 of 1987

IN THE MATTER OF AN APPLICATION BY THE TASMANIAN PUBLIC SERVICE ASSOCIATION TO VARY THE GENERAL CONDITIONS OF SERVICE AWARD

RE: KILOMETREAGE ALLOWANCE VARIATIONS RE SIX MONTHS ENDING 31 MARCH 1987

COMMISSIONER R. K. GOZZI

HOBART, 21 May 1987

REASONS FOR DECISION

APPEARANCES:

For the Tasmanian Public Service Association

- Mr J. Williams

For the Minister for Public Administration

- Mr J. McCabe

DATE AND PLACE OF HEARING:

20 May 1987 Hobart

This is the fourth1 in a series of applications by the Tasmanian Public Service Association (TPSA) to vary the General Conditions of Service Award in line with the Full Bench decision in T.33 of 1985 re kilometreage allowance.

The application seeks appropriate award variations to kilometreage rates based on cost increases reflected in the Hobart Transportation, Private Motoring subgroup CPI index. The March 1987 quarter CPI index number is 180.3, having risen 15.3 points for the six month period.

The requested award variations are consistent with Principle 6(a)(i) adopted by this Commission in the most recent State Wage Case decision2, that principle not having been altered from its pre-existing form.

Further, the proposed variations do not offend the public interest. Therefore, having regard to the background to this claim and the formula decided upon in T.33 of 1985 for the adjustment of specific kilometreage allowances, the variations are approved.

Given that the application was received by the Commission on 6 May 1987, shortly after the relevant CPI index number information became available, I have decided that the operative date for the variations will be from the beginning of the first full pay period commencing on or after the release date of the ABS information, i.e. 30 April 1987.

The award variations are contained in the attached order, which is a consolidation of the General Conditions of Service Award.
