On 28 October 1987 a Full Bench of this Commission handed down a decision1 varying expense related allowances in nominated public sector awards by 11.96%; in line with Principle 6(a)(i) of the Commission's Wage Fixation Principles.

That percentage represents the increase in the 8 Capitals CPI for the period 1 January 1986 to 31 March 1987, the former date being the datum point commensurate with the last previous adjustment.

Subsequently, there have been a number of similar applications and decisions affecting allowances in public sector awards not covered by T.833 of 1987. This application, likewise, seeks an 11.96% adjustment to the Tasmanian Ambulance Service Award (the award) for nominated expense related allowances.

After hearing from Mr Nielsen, for the Ambulance Employees' Association of Tasmania, and Mr Stevens, representing the Minister for Public Administration, the claims, as detailed in the application, were endorsed in transcript, save:

(i) that the kilometreage allowance claim was not proceeded with, on the basis that further discussions between the parties as to the relationship between the rates in this award and the General Conditions of Service Award were considered to be desirable; and

(ii) that the Living Away from Home allowance would be increased by 11.96% on an interim basis; and the parties are to address themselves to the question of whether the allowance should (alternatively) represent the sum of the three meal allowances contained in Clause 9(g) of the award, and indeed address themselves to the history of the allowance(s) in question.

As stated in transcript, the award variations approved are operative from the beginning of the first full pay period to commence on or after 18 April 1988.
