This 4 per cent second tier matter concerning Division A of the Welfare and Voluntary Agencies Award was the subject of an earlier decision1 when a 2 per cent increase was granted operative from 1 September 1988.

In respect of the balance of the second tier increase I stated that this would become available "subject to the definitive outcome of the proposed enterprise discussions being tabled in the Commission".

The parties in this matter addressed that particular aspect in the Commission hearing on 17 October 1988.

I was informed by Mr Abey that six enterprise agreements had been completed, as per exhibit A1, and that these are indicative of arrangements entered into by other child care centres.

Mr. O'Brien made supportive submissions and also requested that the agreements tendered by Mr Abey be kept on file and not be appended to the Award.

I am well satisfied that the offsets now put into place adequately meet the intent of the Restructuring and Efficiency wage fixing principle.

Taken as a complete package the offsets are such as to provide ongoing benefits for child care centres subject to the Award.

As discussed in the hearing I request that copies of agreements for the remaining centres be forwarded to the Commission as and when they become available.

In accordance with my earlier decision in this matter I now confirm a further 2 per cent increase in wage rates in Division A of the Award operative from the first full pay period to commence on or after 31 October 1988.

The order, [correction order] including a consolidation of the entire award, will be issued shortly.
