Application T1545 of 1988 was made by the Minister for Public Administration for the purpose of extending the classification range for Administrative and Clerical Employees contained in the Hobart Regional Water Board Staff Award.

This award currently contained a salary range for this category of employee to a maximum of Class III - 2nd year of service with a salary of $22831.

The applicant sought to increase the range by:

"Inserting the following new classifications after Class III of subclause (g) of Clause 8, Salaries, ADMINISTRATIVE AND CLERICAL EMPLOYEE

The rates contained in the award for Administrative and Clerical Employees equate to those appearing in the Clerical Employees Award.

Mr. McCabe, appearing for the Minister for Public Administration, informed the Commission that his claim fell under Principle 12 - First Awards and Extensions to Existing Awards.

The extension of the award was to provide for the position of Payroll/Revenue Officer employed by the Board.

It was Mr. McCabe's submission that the nature, skill and responsibility for the work required a salary of $23502 $24167 per annum (Class IV - Clerical Employees Award).

The tasks for the job can be summarised as follows:

1. Preparation and distribution of fortnightly payroll.

2. Maintain staff salary, leave and taxation records and prepare pay related statistical returns.

3. Process workers compensation claims and liaise with Tasmanian Government Insurance Office.

4. Process staff appointments, promotions etc. and arrange necessary Gazette notices and updating of Tasmanian State Service Personnel System Establishment List.

5. Calculate Council monthly bulk water consumptions.

6. Process applications for water supply connections.

This application was supported by Mr. Buchanan, representing the Tasmanian Public Service Association.

After giving due consideration to the submissions presented and having been satisfied the tasks required to be undertaken by the Payroll/Revenue Officer are of a higher nature than the maximum class currently contained in the award, I determine that the award should be extended to include a new Class IV with an annual salary rate of - 1st year of service $23502; 2nd year of service and thereafter $24167.

The Minister for Public Administration's application also sought a new Class V with a salary rate ranging from $24707 $25247.

There was no submission put to me by either party on the reasons for wanting this extra grade, other than it may be used some time in the future. This, in my view, is not sufficient reason for putting classifications in an award. In addition, the job could not be properly work valued as no person within the Board's employ occupied the position.

Therefore, this part of the application is rejected.

OPERATIVE DATE:

The operative date of this decision shall be from the beginning of the first full pay period commencing on or after 14 September 1988.
