Both of these matters were joined for convenience since they concern the same subject matter, i.e. "Traineeships -Dairy Processing" and both concern the Australian Workers' Union (AWU) on the one hand and the Tasmanian Confederation of Industries (TCI) [as agent] on the other.

The Commission was advised by the TCI, as applicant, that the proposed variation to the Dairymens Award and the Butter and Cheesemakers Award to include provisions relating to traineeships, was one of consent.

A traineeship is defined as a system of training under the Australian Training Scheme (ATS) comprising structured on-the-job training with an employer and off-the-job training in a Technical and Further Education College or other training provider approved by the Training Authority of Tasmania.

Details of the scheme include a requirement that the employer provide a level of supervision in accordance with the approved training plan during the training period. In addition the employer concerned must agree as a precondition that the implementation of the training plan will be monitored by officers of the Training Authority of Tasmania and that training records or work books may be utilised as part of this monitoring process.

The AWU confirmed their consent to the terms of the application.

I am satisfied that the Commission's endorsement of this particular award variation can only have beneficial effects for both the dairy industry and individual employees whose skills and job prospects can only be enhanced by participation in improved training.

Similar facets of the same broad traineeship industry training scheme under the auspices of Training Authority of Tasmania have already been included in other awards of this Commission and since the usual criteria of public interest and consistency with the Principles of Wage Fixation will not be offended I endorse the proposed variation.

Accordingly both the Dairymens Award and the Butter and Cheesemakers Award will be varied in the terms of the applications.

OPERATIVE DATE

Consistent with the consent of the parties both of the aforementioned awards will be varied with effect from the first full pay period to commence on or after 28 February 1990.
