Structural Efficiency Principle - monitoring

REASONS FOR DECISION

In order to assist the parties in reaching a definitive position in respect to the outstanding issues concerning structural efficiencies impacting on the Technical and Further Education Staff Award, I have decided to adopt similar processes as those outlined by the State Wage Case Full Bench in its Reasons for Decision dated 22 February 1991 in the Public Sector Structural Efficiency matters1.

Accordingly the parties are directed as follows:

1. The employee organisations subject to the Technical and Further Education Staff Award are directed to identify all agenda items including rates of pay and career streams in one consolidated document. It is not expected that this will present any difficulty as the Tasmanian Technical Colleges Staff Society (the Society) has previously presented comprehensive documentation on matters it wishes to pursue. To that extent other employee organisations represented in the proceedings have indicated their agreement with the thrust of the Society's submissions.

2. Copies of this documentation should be provided to the employer and the Commission by 10 May 1991.

3. The employer is similarly directed as in items 1. and 2. above with regard to providing the relevant information.

4. In respect to conditions of employment I direct the parties to exchange documentation on their respective positions by 10 May 1991. This information is also to be forwarded to the Commission by the same date.

5. Documentation in respect of agreed and disagreed matters is to be prepared by the parties and forwarded to the Commission no later than 14 June 1991.

6. A hearing has been set down for 22 May 1991 where the parties are to address the issue of whether or not this matter should be referred, in respect of ongoing proceedings, to a Full Bench. Obviously the determination of that issue will dictate future programming of this matter.
