Making of a new award

REASONS FOR DECISION

This application was made for the purpose of establishing a new award for the metal and engineering industry (as defined) and to be known as the Metal and Engineering Industry Award.

For the purpose of this new award the industry is defined by the applicant as meaning:

"Every operation process or function carried on inconnection with or incidental to any of the following:

1. Mechanical and electrical engineering.
2. Smithing.
3. Boilermaking, and erection and/or repairing thereof.
4. Bridge and girder fabrication.
5. Steel fabrication.
6. Welding
7. Tool, die, gauge and mould making.
8. Metal moulding.
9. Diecasting
10. Stovemaking and repairing.
11. Agricultural implement making and repairing.
12. Metal pressing and stamping.
13. Porcelain enamelling.
14. Manufacture of porcelain enamels, oxides, glazes and similar materials.
15. Metal machining.
16. Ironworking.
17. Iron and steel pipe making and fabrication.
18. Metal window frame making and repairing.
19. Safe and strong-room making and repairing.
20. The manufacture, erection and installation, maintenance and repair of all forms of electrical machinery, apparatus and appliances, including valve and glove manufacturing.
21. Manufacturing, maintaining and repairing of radio, telephone and X-ray equipment.
22. Manufacture of insulation materials and articles.
23. Wet and dry battery manufacturing and repairing.
24. The drawing and insulation of wire for the conducting of electricity.
25. The manufacture and repair of recording, measuring and controlling devices for electricity, fluids, gases, heat, temperature, pressure, time etc.
26. The production by mechanical means of industrial gases (other than coal gas).
27. The making of canisters, drums and other metallic containers.
28. Galvanising, tinning and pickling.
29. Electroplateware manufacturing.
30. Electroplating of all types.
31. Processing of metals, such as sheradizing and bonderizing.
32. Lift and elevator making, repairing and maintenance.
33. Melting and smelting of metals.
34. The manufacture of bolts, nuts, screws, rivets, washers and similar articles.
35. The manufacture of bright steel bars, rods and shafting.
36. Making, manufacture, installation, maintenance and repair of jewellery, watches and clocks including cases.
37. Maintenance and repair of scales and machines for measuring mass and equipment.
38. Japanning, enamelling and painting of metallic articles.
39. Hand and machine engraving.
40. Badge and name-plate manufacturing, including chemical engraving.
41. Manufacture, testing and repair of water fittings.
42. Manufacture of ceramic articles for use in the metal trades industries.
43. Engine driving in all its branches which is incidental to the metal and engineering industry.
44. Sorting, packing, dispatching, distribution and transport in connection with any of the foregoing."

In my decision of 10 October 1990, which saw the granting of the second stage Structural Efficiency increase to the Mechanical Engineers and Founders Award1, I indicated, that as part of the ongoing programme for that award, the parties were committed to the creation of two new awards, one for the metal and engineering industry and the other for metal and engineering industry on-site construction.

I endorse the application made by the Metals and Engineering Workers' Union to establish the Metal and Engineering Industry Award.

I do so because:

(1) It is part of the ongoing Structural Efficiency Programme for the Mechanical Engineers and Founders Award which will see the eventual repeal of that award.

(2) The new award will be more industry specific and clearly identifiable through the scope clause and the industry definition.

(3) It is in keeping with the thrust of the Wage Fixing Principles.

(4) All registered organisations appearing at the hearings supported the application.

Having decided to establish this new award, it would now be open to any registered organisation to seek an interest in the award in accordance with the provisions of the Industrial Relations Act 1984.

As the making of this award has not been finalised and submissions still have to be presented in respect to wage rates and conditions of employment, employers falling within the scope of this award should continue to observe the wage rates and conditions of employment contained in the Mechanical Engineers and Founders Award and the Plumbers Award.

The order giving effect to this decision is attached and shall be operative from, 30 December 1991.
