Wage rates - State Wage Case November 1989 - Structural Efficiency Principle - second stage

REASONS FOR INTERIM DECISION

In this matter The Federated Miscellaneous Workers Union of Australia, Tasmanian Branch, sought the variation of the Child Care and Childrens Services Award to reflect the second instalment structural efficiency adjustment.

Mr O'Brien requested that the award be varied on an interim basis given that negotiations for the career path classification structure had not been finalised with the Tasmanian Confederation of Industries (TCI).

Notwithstanding, both Mr O'Brien and Mr Fitzgerald for the TCI urged the Commission to award the second instalment increase on the basis that extensive negotiations had taken place and that in principle agreement had been reached on the classification structure for Child Care workers (but not for Support workers).

Also I was informed by the parties that a number of award changes had been agreed in support of the interim increase.

Taken as a whole, that is the award changes which are able to be implemented immediately and the significant extent of the discussions between the parties on career structures and associated matters, I am reasonably satisfied that the package as it stands contains sufficient to enable the awarding, on an interim basis, of the second instalment structural efficiency increase.

However I make it clear to the parties that the Commission has an expectation for all outstanding issues to be expeditiously progressed and to that extent I anticipate concluding the proceedings on 17 May 1991.

The order in respect of the award changes able to be implemented now including the variation to wage rates, is attached.

The operative date of the order will be the first full pay period to commence on or after 22 April 1991.
