Kilometreage allowance

REASONS FOR DECISION

This matter concerns an application by the Tasmanian Public Service Association (TPSA) to vary the General Conditions of Service Award by increasing the "kilometreage allowance" provided in Clause 8, subclause P, "Travelling", of that award.

Leave was also granted for like provisions contained in the Port Arthur Authority Award to be made part of the same proceedings, on the basis that no other parties with an award interest are involved, and there is a history of both awards being varied together when dealing with this particular allowance.

The matter is one of total consent and follows an established formula for adjusting the kilometreage allowances from time to time, based upon movements in the Hobart Private Motoring Sub Group Index of the Consumer Price Index (CPI) for the past two quarters of December 1990 and March 1991.

The formula being applied in this instance is that which was determined by a Full Bench of this Commission in matter T No 33 of 1985 when considering appropriate compensatory rates to be paid to State Servants using their private vehicles on official business in the course of their employment.

The process of review of such a cost related allowance is in the circumstances justified within the "allowance principle", and consistent with public interest criteria of Section 36 of the Act.

For these reasons the application is granted in the manner sought and it is my decision to vary the kilometreage provisions of both awards concerned.

Date of Effect

Consistent with the consent of the parties these variations shall have effect from the beginning of the first full pay period to commence on or after 11 June 1991.
