Wage rates - State Wage August 1991 - Structural Efficiency Principle

REASONS FOR DECISION

This was an application made by the Federated Clerks Union of Australia, Tasmanian Branch (the Union) for the August 1991 State Wage Case (SWC) decision 2.5% increase to be applied to wages and work related allowances in the Printers Award (the Award).

At the hearing the Union submitted that, with the addition of a proposed new structural efficiency clause to the Award (which contained some outstanding required items), all the requirements of the Structural Efficiency (SEP) clause in the SWC decision would be met as a number of the requirements had been implemented in the Award at the time of the second SEP increase under the previous SWC decision.

The Union also advised that it was intended to implement the MRA process at the same time as negotiations on a reviewed classification structure took place in the near future.

The Union sought an operative date of the first full pay period commencing on or after 12 September 1991.

The Tasmanian Confederation of Industries confirmed its agreement to the application and the operative date and advised that the Printing and Allied Trades Employers' Federation of Australia, Tasmanian Region agreed also.

It was noted that formal commitments had been received from the Union and the Printing and Kindred Industries Union, Tasmanian Branch.

I am satisfied that all the requirements of the SWC decision as to this latest SEP increase have been met. The Award will be amended as requested from the first full pay period commencing on or after 12 September 1991. An order is attached.
