REASONS FOR DECISION

This matter concerns the deletion of work related allowances from various clauses in the Electrolytic Zinc Award and their subsequent inclusion in the Wages clause of that award. The issues involved have been previously addressed by the Commission in a Statement dated 26 March 1992 and in its Reasons for Decision dated 7 October 1991.

In these latest proceedings the parties satisfied me that the inclusion in the Wages clause of Disability Allowance ($19.20) Flexibility Allowance ($12.10) Risdon Tradespersons' Special Allowance ($6.50) does not offend the Wage Fixing Principle of this Commission. Accordingly I endorse the inclusion of a "Supplementary Payment" column in the Wages clause for both Subdivision 1 - Tradespersons and for Subdivision 2 - Production Service Persons. The amount of supplementary pay for Tradespersons is $37.80 a week i.e. the allowances referred to above, and $30.39 for Production Service Persons. The lesser amount for Production Service Persons is because they do not receive the Risdon Tradespersons' Special Allowance of $6.50 a week and the Flexibility Allowance is one dollar below that of Tradespersons.

In keeping with the award modernisation processes comprehended in the above variations, I endorse the inclusion of the allowance for holders of an "A" Grade licence as a separate provision in the Wages clause.

Also, as apprentices already receive the amount of allowance payments made to Production Service Persons (a cumulative amount of $30.30), Subdivision 3 - Apprentices of the Wage clause will be varied to include that payment by way of separate reference in that Subdivision of the award.

In addition to the foregoing the parties informed me that other minor variations should be made to correctly reflect titles and certain cross references in the award. I concur with those variations as set out in Exhibit Pasminco 2.

The operative date of the attached order and [correction order] is from the date of this decision.
