Expense allowances

REASONS FOR DECISION

These applications are to vary nominated public sector awards by increasing a variety of expense related allowances including:

Board and Lodgings
Camping Allowances
District Allowances
Meal Allowances
Sea Victualling Allowances
Tool Allowances
Training Courses and Conferences Allowances
Travelling Allowances
Uniform Allowances

The application relates to ten separate awards, i.e.:

General Conditions of Service Award
Hospital Employees (Public Hospitals) Award
Inland Fisheries Commission Staff Award
North West Regional Water Authority Employees Award
Police Departmental Employees & Road Safety Officers Award
School Dental Therapists Award
Sea Fisheries Staff Award
Social Trainers Award
Port Arthur Authority Award
Teaching Service (Teaching Staff) Award

Such applications are by consent and are made in conformity with the "Allowances Principle" of current Wage Fixing Principles of this Commission last determined by a Full Bench Decision1 dated 13 February 1992. More particularly the applications rely upon that part of the Allowances Principle which provides that:

"1.  Existing allowances

(a)  Existing allowances which constitute a reimbursement of expenses incurred may be adjusted from time to time where appropriate to reflect the re Levant change in the level of such expenses."

The parties have consented to varying the allowances concerned by applying 1.7% to figures currently applying. This movement represents the percentage change in the eight capital cities CPI movement for the period March 1991 to March 1992 (Catalogue No. 6401.8).

This matter follows a pattern of regular adjustments made annually in the past and is consistent with criteria established by a Full Bench Decision in matter T.833 of 1987.

Given the consent of the parties; historical factors going to the Commission's earlier acceptance; and compliance with Wage Fixing Principles, I accept that proper grounds for granting the claim have been established.

I am also satisfied that the granting of this claim would be consistent with public interest.

For all of these reasons the claim is granted and it is my decision that the nominated awards be varied in the manner sought and detailed in exhibits presented to the hearing.

Date of Effect

All variations shall have effect from the beginning of the first pay period to commence on or after 28 May 1992.

Orders shall be completed by individual Commission members.
