Wage rates - State Wage Case 1989 - Third and Fourth Minimum Rates Adjustments and new classification structure These applications, which were joined at the commencement of proceedings, were for the completion of the minimum rates adjustment process and the insertion of a new, integrated, classification structure. The third and fourth minimum rates adjustments were to be combined in respect of all classifications, except for the third year sales assistant classification which had commenced to receive minimum rates adjustments six months earlier than others in the award. The operative date sought in accordance with proposed schedule for minimum rates adjustments was the first full pay period commencing on or after 1 July 1992. The new classification structure had been negotiated over many months. It provided for seven grades of Retail Employee and appropriate percentage relativities as follows:-
Definitions of the various grades had been established and a translation schedule had been devised which envisaged all existing employees being classified in the new structure at 1 July 1992. New employees would be automatically classified under the new structure. Other provisions included a new clause for Annualised Salary Agreements; variations to the Mixed Functions and Part-Time Employees Clauses; and a new Savings Clause in respect of Part-Time Employees and the new classification structure. The Tasmanian Confederation of Industries indicated its consent to the package and the operative date and expressed satisfaction with the outcome. Representatives of the Retail Traders Association and the Tasmanian Chamber of Retailers supported the submissions of the Confederation. The conclusion of the minimum rates adjustment process conforms with the understanding developed as a result of the requirements of the 1989 Wage Fixing Principles. Similarly, the new classification structure completes the structural efficiency process which commenced at the same time. The classification structure provides a graded career path, from junior to managerial staff, for the great bulk of employees in retail establishments. The parties are to be congratulated for the manner in which negotiations on the package have been conducted during the past two years, and the results achieved. I consider the consent variations are in the public interest and accordingly they are approved with effect from the first full pay period to commence on or after 1 July 1992. The appropriate order is attached.
