REASONS FOR DECISION

This was an application by the Federated Clerks Union of Australia, Tasmanian Branch (the FCU) for amendments to be made to the Printers Award (the Award).

The application applied only to Division B of the Award which prescribes wage rates and conditions of service for clerks. It should be noted that the only other Division in the Award, Division A, contains no detailed prescriptions and merely relates to all other employees by cross-reference to certain Federal Awards.

The Tasmanian Confederation of Industries (the Confederation) made submissions on behalf of all parties and advised the Commission that consent had been reached on the details of the amendments sought. The exercise was part of the Structural Efficiency Principle implementation in the Award.

The proposed amendments were as follows:

· the introduction of a new single wage structure made up of six grades: this was similar to new structures for clerks recently introduced into some other awards of the Commission with the omission only of a seventh grade which was reserved by the FCU for later application.

· the Minimum Rates Adjustment (MRA) process was to be implemented along with the new wage structure commencing from the first full pay period on or after the date of the hearing, the 7th October, 1992. There were to be four MRA's implemented at 9 months intervals.

· the introduction of new definitions which detailed the levels and skills required to be met in each of the grades in the new wages structure.

· the addition of an "Annualised Salary Agreements" clause. This was also similar to such clauses found in other awards of the Commission.

· the addition of an appendix to the Award in the form of a transition schedule which set out how grading and transition from the previous award classifications would take place. (It was advised that this provision was meant to be deleted later, after the transition).

The Confederation confirmed that agreement had been reached between the parties for the proposed amendments, including the MRA implementation, to operate from the first full pay period to commence on or after the 7th October, 1992.

The Printing and Allied Trades Employers' Federation of Australia, Tasmanian Region confirmed the submissions of the Confederation and advised that it did not object to the proposed amendments.

The FCU endorsed the submissions of the Confederation and also sought the same operative date and so also did the Printing and Kindred Industries Union.

I am satisfied that the application in this matter is within the requirements of the relevant Guidelines of the Commission and the amendments sought are not against the public interest.

The application is endorsed and the Award will be amended as sought operative from the first full pay period to commence on or after the 7th October, 1992.
