Wage Fixation Principles - Work Value Principle - Datum point REASONS FOR INTERIM DECISION NO. 2 [Previous Decision] To enable the parties to embark on the work value aspect of these applications I am required to give a ruling on the starting point from which work value changes should be measured. The Work Value Changes Principle and specifically (c) of that Principle states:
On 13 July 1990 an anomalies conference was convened for the purpose of determining whether the Medical Practitioners (Public Sector) Award should be considered as a special case. After hearing submissions from all the parties in that matter, the President found that an arguable case existed for this award to be considered a special case. Given the decision arising out of the anomalies conference, I must conclude that extraordinary circumstances have been demonstrated in special case proceedings and therefore, the datum point for the work value case, upon which we are about to embark, can be prior to the date of operation of the second structural efficiency allowable under the 30 October 1989 State Wage Case decision. I am satisfied, after hearing submissions from the parties, that the appropriate starting point for considering work value changes in this award should be: 1. the first full pay period to commence on or after 27 November 1981 for Medical Practitioners; and 2. the first full pay period to commence on or after 1 August 1984 for Medical Administrators, and I decide accordingly. Those dates have been chosen because that is the last occasion which those classifications of employees under this award have been subject to work value considerations.
