Award variation - mainland allowances

REASONS FOR DECISION

This application by the Minister administering the Tasmanian State Service Act 1984 was for the variation of the Tourism Tasmania Staff Award to reflect cost movements in the Mainland Allowance.

The variations requested to be made are based on the allowance review mechanisms contained in clause 16(c) of the award. Primarily allowances are adjusted on a twelve monthly basis having regard to the June quarter median weekly rents for two bedroom units/townhouses and three bedroom houses. The average weekly rental costs derived from the June quarter information referred to above, is used to calculate the 'base" cost for Hobart which in turn enables a cost comparison to be made with all other mainland capital cities where Tasmanians are employed subject to the Tourism Tasmania Staff Award. Exhibit M1 sets out the detailed calculations for movements in the mainland allowance. Those calculations and the resultant variations in each of the relevant capital cities were supported by The State Public Services Federation Tasmania.

In addition to the above the parties requested the deletion of clause 16(a)(i) which contains a savings provision in respect of the mainland allowance for Sydney, Melbourne, Canberra and Adelaide. The savings provision was inserted in the award for a three year period which has now expired. Also the Commission was asked to make other consequential adjustments given the proposed deletion of clause 16(a)(i). These were the removal of the proviso to clause 16(a)(ii) and the renumbering of the subclauses in clause 16.

All of the variations requested to be made are endorsed as they are in keeping with the processes earlier determined by the Commission. The order, operative from the first full pay period to commence on or after the date of this decision is attached.
