REASONS FOR DECISION

This amended application, lodged by The Community & Public Sector Union (State Public Services Federation Tasmania), was for the purpose of varying the North West Regional Water Authority Employees Award in the following manner:

(a)  by changing the name of the General Conditions of Service Award wherever appearing and insert in lieu thereof the General Conditions of Employment Award; and

(b)  to increase the tool allowance by 3.7 percent, being the upward movement in the Consumer Price Index - weighted average of 8 capitals - all groups from the March quarter 1995 up to and including the March quarter 1996.

That part of the application dealing with the change of name of the General Conditions of Service Award is administrative amendment arising out of a previous decision of the Commission in matter T No 5930 of 1995 and the variation receives my support.

In respect to the second part of the application the Wage Fixing Principles, and in particular Clause 9. Allowances, subclause 9.1.1, states :

Existing allowances which constitute a reimbursement of expenses incurred may be adjusted from time to time where appropriate to reflect the relevant changes in the level of such expenses.

I am prepared to increase the allowance in the manner sought by the applicant and it is consistent with the Wage Fixing Principles. The Order giving effect to this decision is attached and will be operative from the first full pay period to commence on or after 29 May 1996.
