REASONS FOR DECISION

This application by the Minister for Public Sector Administration sought to adjust the amounts to be deducted from salary for board and lodging and meals on duty as contained in Clause 9, Deductions from Salary, of the General Conditions of Employment Award.

Mr Bone, representing the applicant, submitted that charges for board and lodging and meals on duty had not increased since November 1992, whereas expense-related allowances had been regularly adjusted in accordance with CPI movements. He said it was now intended to vary the charges to reflect CPI movements for the twelve months to 31 March 1995, and for the twelve months to 31 March 1996, based on the Weighted Average of Eight Capital Cities, ABS Catalogue 6401.0, in line with adjustments to expense-related allowances.

It was submitted that the appropriate adjustment for the twelve months to March 1995 was 3.9% as approved for expense-related allowance movements in Matter T5695 of 1995 which varied the General Conditions of Service Award (now the General Conditions of Employment Award) on 9 August 1995. In respect of the twelve months to 31 March 1996, the adjustment sought was 3.7% as approved for expense-related allowance movements in Matter T6189 of 1996 which also varied the General Conditions of Employment Award from the first full pay period on or after 23 May 1996.

Mr Bone informed the Commission that all parties had been given preliminary advice of the application details. He said the proposed increases were in accordance with Principle 9.1.1 which deals with adjustments to allowances. He sought an operative date with effect from the first full pay period to commence on or after the Commission's decision.

Mr Miller for the Community and Public Sector Union (State Public Services Federation Tasmania) said the percentage increases and the amounts claimed had been checked and on behalf of his organisation he consented to the application.

I am satisfied that this application conforms with the requirements of the Wage Fixing Principles and does no violence to the public interest. Accordingly, given the consent to the application, the award will be varied in the manner sought with effect from the first full pay period to commence on or after today's date.
