REASONS FOR DECISION

This was an application to the Registrar for the filing of an industrial agreement made jointly under section 55 of the Industrial Relations Act 1984 (the Act) by the Printing Authority of Tasmania, the Automotive, Food, Metals, Engineering, Printing & Kindred Industries Union and The Community and Public Sector Union (State Public Services Federation Tasmania): it was referred to the Commission for approval.

The agreement was to be known as the Printing Authority of Tasmania Agreement 1999 (the agreement) and was to take effect from the beginning of the first full pay period to commence on or after the date of its registration and to operate until 30 June 2001.

A Notice of Intention to Retire from Industrial Agreement, in accordance with Section 55(9) of the Act, lodged by the Printing Authority, has been received by the Commission. It related to the Printing Authority of Tasmania Agreement approved by the Commission in matter T6960 of 1997 (the previous agreement).

The Automotive, Food, Metals, Engineering, Printing & Kindred Industries Union advised the Commission that, except for identified items under the heading "Improvement Strategies" and the wages rates set out in the appendix, the terms of the agreement were the same as those in the previous agreement.

There were a number of items specified in the "Improvement Strategies" clause of the agreement, together with a list of areas where performance targets would be monitored as tests for those improvements. The significance of these items was such that the parties were able to assure the Commission that the wage increases delivered by the agreement were justified in accordance with the principles of the Commission.

Under the agreement the wages payable under the terms of the previous agreement were to be increased by a total of 8% in the form of:

  • 4% increase from the first full pay period commencing on or after 1 July 1999;
  • 2% increase from 1 July 2000, and
  • 2% final increase from the first full pay period commencing on or after 1 July 2001.

The parties also submitted that the agreement ought to be approved because it was not against the public interest and it conformed with the requirements of the Act.

I accept the submissions of the parties and the agreement is approved.

In accordance with Section 56 of the Act, the agreement will be referred to the Acting Registrar for registration.
