REASONS FOR DECISION

[1] On 2 October 2003, I issued Reasons for Decision with a series of recommendations in relation to facilitating a settlement of this dispute.

[2] The decision indicated that the file would remain open with leave reserved to either party to seek to have the matter re-listed should that be considered necessary.

[3] As now more than three years have passed it is appropriate that this matter be brought to finality.

[4] Pursuant to Section 21[2][c] of the Industrial Relations Act 1984, I refrain from further hearing the application and the file is closed.
