REASONS FOR FURTHER DECISION

In my decision dated 1 June 1992 on these applications I granted the second stage structural efficiency increase, based on award variations presented at the time and, an undertaking from the parties, that they would return to the Commission during the month of June 1992, to insert new classification structures and job descriptions associated with each of the levels contained in the structures, including relativities one to the other.

The resumption of these applications is for the purpose of finalising that which was outlined in my decision of 1 June 1992.

During this hearing I was informed by the parties that they wished to trial the new structure and classification standard for a period of five months. To that end they tendered a document (Exhibit S1), along with a request to the Commission that it be inserted in the award, in the form of an attachment to enable the trial period to commence.

Even though the Federated Clerks Union of Australia, Tasmanian Branch expressed some reservations about clerks classifications being included in a new integrated structure, nevertheless, all parties thought it was appropriate and prudent to allow the trial period to take place.

This part of the application forms part of the ongoing process for the restructuring of this award and therefore complies with the Wage Fixing Principles.

I endorse the submissions presented by the parties and, as a result, the new structure to be tested, will appear in the award in the form of an attachment. At the end of the trial period, I would expect the parties to return to the Commission to insert the new structure in the award in its final form. Therefore, these applications will remain open to enable that process to take place.

Having granted the application the order giving effect to this decision is attached and shall be operative from the first full pay period to commence on or after 27 July 1992.
