REASONS FOR DECISION

As indicated in our Interim Decision in this matter dated 7 October 1991, a request to adjourn the proceedings was granted to allow the parties time to negotiate a settlement. We have been notified that an agreement has been reached which has resulted in a request from the applicant to withdraw the appeal. That request is granted and the appeal file is closed.
